A former misweaving has recently been mended - now, when a loyal
city defender attempts to aid in city defense by summoning a city
enemy from another place in the city - the city defender does NOT
become a city enemy.

To summon a city enemy INTO an enemy city will still result in the
summoner being branded an enemy of the city.

To summon a city enemy from one place in a city to another will have
no other affects on the summoner.

The term 'summoner' is used broadly to include any sort of ability
which may move the city enemy against his will, including use of
yank, brazier, beckon, vortex, boomerang, and anything else of that
nature.
