blocking and hindering in PK

Attacking has always been classed with blocking and hindering in
PK for our laws. This has recently changed somewhat.

Now, if you block/hinder someone, you cannot be issued. They have
cause at that moment, and for up to a minute following. In other
words, if you block/hinder, the target must pretty much respond
right then or the pk cause disappears.

This is all explained in somewhat more detail in both
HELP PK CAUSE (section 3) and HELP PK RULES (section 2, item b).

Don't panic! Despite the length of those rules, they are really
pretty straightforward. The details are primarily to handle all of
those who seem so willing to argue the tiniest point. Not that any
of you, gentle readers, have this weakness, of course!
