1. Comm reserves in villages (not cities) will not go over 250 anymore.
2. Transmogrify and soulcage cannot be performed for one Achaean month
after a use (use of the verb, not triggering it when you die).
3. People can't move anymore while off equilibrium (like while
following). It was allowing people to kill mobs they had no business
killing by following a fast-moving player around.
