I shouldn't have to point this out, but a 'raid' on a city is no
different from any other PK issue. If you are in an enemy city, members
of that city may attack you for whatever they want while you are in that
city, and you have no right to attack -anyone- you don't already have a
reason to kill until or unless that person attacks you first. Further,
if you're killed during a raid, you have no right to take revenge later.

In other words, if Bob is a member of city A, and Pete is an enemy of
city A, and Pete "raids" city A, then Bob can attack Pete anytime he
wants, but Pete cannot do a damn thing to Bob UNTIL Bob attacks.
Further, Pete may -not- take revenge later for anything Bob does to him
in that confrontation.
