I'd just like to remind people that unless someone is officially a city
enemy, you may not kill that person for being in your city without
another valid PK reason. It must be this way to avoid problems of
finding who ordered a city member to kill someone for being in the city,
whether there are rogue city members just running around abusing the
"authority" given to them, and so on. You can city enemy for literally
whatever you want, and by doing so it's unequivocally clear to all
parties, and the admins, that that person should not be in that city.
