AFter spending an entire afternoon beating my head against my monitor, I
managed to fix subdivisions such that:
1. Rooms that have plots on them for sale will not have that annoying %
symbol put on top of them anymore.
2. Real subdivisions (ie not the planning ones) should be in the same
area, on the same continent, and on the same plane as the city that owns
them.
