To try and stem the tide of ridiculous titles (it seems many people with
the power to give titles have never read HELP TITLES), setting a prefix
or suffix will now cost 20 gold/character of the prefix or suffix.
Everyone will get 1 prefix or suffix change for free.

Guilds also now have the ability to auto-title novices upon entry to
their guild via Certimene. Guildmasters can do: GUILD SET NOVICE
PREFIX/SUFFIX <prefix or suffix>.
