We've set up subdivisions for cities once again. Each city currently has
two subdivisions. One is already connected from your council chambers.
That one is your test area. You can develop and re-develop until the
humgiis stop eating and there is no cost at all to the city. On the
other hand, people won't be able to build houses in the test area.

Each city also has a 'real' subdivision, but it isn't currently
connected anywhere. City leaders: please get together with your patron
and figure out where you'd like your free 'real' subdivision to go.
