Two quick updates.

1. Honorary church members can now QUIT CHURCH if they want to (no need
to find someone to oust you).

2. Cities can now sell comms as well as buy them. The Minister of Trade
is obviously in charge of this, and you can only buy comms from cities
if they set a sell price.
