I've gotten reports that citizens of city A are killing citizens of city
B, just because some other citizens of city B killed city A's guards.
This is not acceptable behavior, and violates HELP PK. Be warned,
because if you're issued for it, you're going to get punished. You are
not allowed to just decide to commit wholesale slaughter of a group of
people for a few people's actions. Or rather, perhaps you are, but then
perhaps the patron of city A may decide to turn most of city B into
shrubs. Nobody wants to be a shrub. It's quite boring.

Thus, since obvously roleplaying a situation could very well lead to entire cities full of zapped or shrubbed people, limits are imposed on roleplaying, becuase, after all, the roleplaying is taking part in a larger reality, in which people are here to have fun, not be bullied for things they haven't done.
