city guard update

Some updates have been made to city guards:
1. You can now ORDER <guard> STANDGUARD PERMANENT. This will ensure they
will -not- leave their post, even to chase someone. They won't respond
to calls for help, etc.
2. You can now ORDER <guard> MOVE <direction>. It'll make him move in
that direction. You shouldn't be able to order him to move out of the
city.
3. CALL FOR HELP will now broadcast over the 'yell' channel, so you'll
know if people are messing with the guards, or abusing them.
4. There's a new type of city guard: archers. These guys will shoot at
people in the skies above, and will fight normally on the ground.

HELP SECURITY documents all the changes I believe.
