Laws have been set into play regarding the paradise bird issue and here is the law.

The paradise birds of shallam are hereby marked as Shallam property and thus being protected by the city. Anyone found killing the birds will be fined. The fining process is as follows:
First offense you get a warning
Second offense you recieve a 1000 gold fine
Third offense recieves a 2000 gold fine
Fourth offense recieves a 3000 gold fine
Fifth offense will recieve being branded an enemy of Shallam.

If you pay the fine, the offense will still be on your record and the offenses will mount up if the killing continues.
