It only hurts the druid-conomy by making these very important elixers illegal. Why? You won't make any gold selling it to non-Druids and Sentinels because it'll be illegal to do so. And Druids and Setinenls won't make any gold by selling it to fellow guild members. Well, I wouldn't want to pay one of my brethren for something they could do naturally.

Also, it's not like levitation and frost are the most dangerous elixers out there. And, why is moss illegal? It's expensive enough anyways. It's not like any of us can afford to use it.
