I am all for price controls. It has always been my belief that pricing is a way to control the market better, to make sure that the forests are better maintained without being overharvested.

I would like to be enlightened on one thing though. I don't understand the part about frost & levitation elixirs not to be given away or sold at all. What is the reasoning behind this? I can see the logic in basing the elixir prices on the costs & availability of ingredients, etc. but I don't see anything that is making frost & levitation so unique as to be treated differently.
