Someone or "someones" raised a shrine within the precincts of the
guildhall of the Serpentlords. This is in clear violation of the agreement
that the City of Hashan allegedly has with the Church. Given the limited
avenues of access to this hall, the means by which this intrusion was
effected by the violators can only have been accomplished with the
aid of one of two individuals. We also believe that we know who the
shrine raisers were, but lacking clearcut proof will refrain from particular
accusation at this time.

The sovereignty of the City of Hashan and of the Guild of the Serpentlords
has been violated. Do not do this again, or it will be the worse for you.
