Reporting for duty.

I'm very much in the process of catching up on things currently (and plan to be done with that by Jan second), but in the meantime:
I'm told there has been a fair bit of demand for streamlining the process of knowing who has what in conquest. We don't really want this to be as simple as just a command that outputs it all, but I've just loaded up some changes which should hopefully facilitate a reasonable middle ground here:
CITY CONQUEST SCOUT <all|<city1> [city2] [city...n]>: send out scouts to ... well, scout a given organisation or multiple organisation's territory from your city's war room. The scouts will leave for around an hour with some minor fluctuation each way so its not entirely predictable. Upon returning, they'll file a report with what they found. Scouts can only currently be sent out by the defence minister or an aide (or a superior such as the city leader, naturally). There is a fee for scouting of 10000 gold per organisation scouted, and this is drawn from the defence budget.
CITY CONQUEST REPORT REVIEW: review the scouts findings.
CITY CONQUEST REPORT RETRIEVE: if you want a hardcopy of the report, this removes the report from the war room (so REPORT REVIEW no longer will show it) and gives you an item with all the relevant information written on it. Be warned, these reports drop from you on death/logout by design, so keep your secrets safe! Additionally, while sending scouts is gated by citizenship and rank, reviewing and retrieving reports can be done by any citizen, including from other cities. If a non defence minister or aide wishes to do so however, the war room must be unguarded (similar to capturing tanks).
I'm considering whether we should add bridge information to these reports, but am currently undecided, so feedback is welcome there.
