We've been keeping an eye on the current war going on and have just made two adjustments.

First, the everyone-in-room receiving a substantial chunk of infamy on a guard kill has been removed for cities during wartime.

Second, we've adjusted some of the values on the back end - essentially tank-related actions are now worth more than previously, as is killing the guardian, as these are two of the harder actions to achieve.
