8.14 Promotion within a House

House members with the proper authority may HOUSE PROMOTE another member. This
will immediately ascend the person to the next rank within the House. To see if
you have the authority to do this or not, simply use HOUSE AUTHORITY and look 
for the PROMOTE ability.
