Achaea has hundreds of help files to you learn about Achaea. This is a copy of the in-game help file structure. HELP in-game will show you this same menu.

13.6 SAFE ROOMS

Occasionally, you will find rooms in Achaea where violence is prohibited. You
simply will not be able to execute offensive abilities, and, if you find you
are, it is most likely a bug.

These are referred to as safe rooms.
